This is a unique opportunity to serve as the principal staff officer to
the Arlington County Board, the governing body of Arlington County,
Virginia, and with a professional team that provides executive level
administrative support to the County Board and assistance to its
constituents. High energy is required to work in this dynamic and
challenging environment. This position’s key responsibilities include: 1)
serves as the official record-keeper for the Board; 2) acts as the Board’s
liaison to the public; and 3) provides administrative and financial
management of the County Board Office.
This position is appointed by and works at the pleasure of the County
Board. Key responsibilities outlined above include:
(1) attending all Board meetings and work sessions; officially recording
actions and serving as official custodian of the minutes of the meetings;
advertising legal notices for public hearings before the Planning Commission
and Board; initiating follow-up actions to advise others of Board actions;
maintaining and updating the County Code; processing legal claims against
the County with legal advice from the County Attorney’s Office as needed;
(2) receiving and resolving citizen complaints; making information about
the Board available to the public and community groups; representing the
Board’s position to citizens and special interest groups; composing
correspondence for Board signatures; and
(3) coordinating the work of the unit to ensure the effective general
operation and function of the County Board Office; direct supervision of
Deputy Clerk and Receptionist and, in coordination with the County Board,
supervision of the Board Members’ Aides; developing and managing office
budget; maintaining effective working relationships with department
directors and the County Manager’s Office; and other related duties as
assigned.
Due to the high visibility of the Board Office, the position is highly
sensitive with substantial public contact. The employee must be able to
exercise sound judgment, demonstrate sensitivity and responsiveness to
Arlington’s diverse population, advisory groups, media and special interest
groups and will be responsible for ensuring that written documents are
accurately and carefully prepared and disseminated. This position also
requires resourcefulness, being proactive with matters of importance to the
Board, and being a team leader within the Office. Deadlines and multiple
priorities make the planning and organizing of work activities challenging
yet rewarding in a dynamic organization and engaged community. The position
requires flexibility and a high degree of organization to respond to a
fast-paced work environment. General supervision and direction is received
from all five members of the County Board.

Minimum: Bachelor’s degree in Public Administration, Business
Administration, or related field plus three years of progressively
responsible administrative experience that includes researching, compiling
and writing reports; working with legislative or policy bodies and
constituent groups; and/or management of a staff office.
Substitution: Additional qualifying experience may substitute for the
education requirement on a year-for-year basis. A Master’s degree in a
related field may substitute for up to one year of the experience
requirement.
Desirable: Preference may be given to candidates with one or more of the
following:
(a) experience working in a government setting;
(b) extensive public contact experience with a diverse citizen population,
community and business groups; and/or
(c) experience providing staff support to a Board, Committee, or other
governing body.
