Would like to know which counties, cities, or towns in Virginia have Utilities Commissions and are they merely advisory or do they set policy, rates, etc.  I’ve polled clerks in my region but have been asked to extend the question state-wide.  Need answers ASAP for a Board member.  Thanks.
