Does anyone record closed session meetings? If so, how long do you keep the recordings?

Liz, COW does not record closed sessions.

We only record the motion to go into session, and the Certification of Closed Meeting when we come out of closed session.We do not record the content of closed sessions,

I have been taught by our attorney that closed sessions ARE NOT TO BE RECORDED. Only the motion to enter into a closed session is to be said BEFORE the audience is told to leave. Then upon reconvening, and all come back in...the Certification motion is read stating that nothing was said except what the council went into the closed for. A roll call vote is then taken. If there are any motions that came from the closed session, they are made in open session. No motion can be made in a closed session. The FOIA booklet from VML gives all this information. To go into a closed session, there are 3 requirements which are: A Code stated, a purpose, and a subject.

The City of Colonial Heights does not record closed meetings. Upon convening in open session, the Mayor reports on any appointments or reappointments to Boards and Commissions.

The Town of Strasburg does not record the closed meeting; just the motion to go into the meeting and the certification to come out. Any motion coming from the closed meeting is made in open session.

Chesterfield County does not record closed sessinos, just the motion to go in and the certification once they return into session.

Liz: Chesapeake only records the motion to go into Closed Session & the certification motion and vote after the session has ended. If you record the closed session, it can be subject to FOIA.

There is nothing in the COV that states a governing body CANNOT record a closed meeting, but it is subject to FOIA so what would be the point? York County does not record its closed meetings--just a really bad idea!
