At our Council meeting last night, the topic of verbatim minutes was brought up.  I have one Council Member who would like for me to research and see how many localities do this.  Does anybody really do this?  If so, it is for the entire meeting or just for action items?  And, if you do verbatim, do you do these for Work Sessions, as well as all committee meetings, including Planning Commission (yes, I do PC, too)?  I would be interested in hearing from you even if you do not do verbatim so I have proof of what others do.
