If your locality routinely includes a place on your agenda for invocations at Board or Council meetings, I would be interested to learn how your office identifies and schedules religious leaders and whether there are written guidelines or procedures that persons giving the invocation are asked or expected to follow.  Also, does your locality require persons who are scheduled to provide invocations to submit their prayers in advance of the meeting?   If invocations are not included on the agenda, is a moment of silence observed?  Thanks.
